In late 2024, the Hockey Regina Inc. (HRI) Board of Directors formed the Female Growth & Development Committee comprised of Board, Office and a Community Member. The committee took direction from the Board to outline an action plan to grow and develop female hockey within Hockey Regina. Early in the committees work a vision was defined to guide the next steps and anchor the direction of female hockey within the Rebels’ Program.

“To grow female hockey and deliver programming and experiences that are inclusive, engaging, development focused, and empower female athletes to succeed both on and off the ice.”

A key piece of this work was understanding the current state and current experiences of the Rebels program players, coaches and parents (members). The committee conducted extensive engagement with membership including a full survey of registered Rebels members, survey and follow-up discussions with Rebels Head Coaches, an in-person engagement with a Rebels team from U7, U9, U11, U13, U15, U18 and U18 AAA, jurisdictional review of other minor hockey associations (MHA) in Saskatchewan and Western Canada, and a review of Saskatchewan-wide registration data and discussion paper released by Hockey Canada’s Women’s and Girls’ Hockey Steering Committee. The information was compiled, analyzed, grouped and discussed thoroughly to shape the committees work in developing the Hockey Regina Female Growth & Development Action Plan. The plan is centered around the immediate priorities of Coaches (support, development, recruitment and retention), Growth (growing the female game) and Experience (improving the player and member experience). The action plan was completed in June 2025, endorsed by the Hockey Regina Board of Directors in July 2025 and with this communication is formally being rolled out to Hockey Regina membership. To oversee the implementation and execution of the plan and provide governance and oversight, a standing committee was approved in July 2025 and will be operationalized this fall, ensuring execution of the initiatives and success of the target metrics associated with the plan.

Part of the action plan included a rebrand of the Rebels logo. In 2006, Hockey Regina entered the inaugural season of the U18AAA Female league as the Regina Rebels. In 2018-2019 season, Hockey Regina branded all female teams in alignment with the U18AAA program as the Rebels: a shift to create identity and belonging in the HRI female stream of hockey. In 2025, Hockey Regina is excited to unveil a rebrand of the Rebels logo, reinvigorating the community, belonging, strength and performance of the Rebels program. The rebrand is part of the HRI Female Growth & Development Action Plan, an initiative kicked off by the Hockey Regina Board of Directors in late 2024 to drive dedicated focus and intention to the growth and development of female hockey in Hockey Regina.

This rebrand brings alignment to the U18AAA Rebels branding and includes an updated logo on the C6 Cooperators ice, new uniforms for U9 and all other top tier teams for the 2025-26 season and completion of the rebrand in 2026-2027 with new uniforms for all remaining Rebels Teams.
