A concession is a request to bypass an existing Hockey Saskatchewan regulation for the current season. These are reviewed by the Registration Committee, made up of Hockey Saskatchewan staff and board members.

Step 1 – Confirm Eligibility

Concessions may be submitted when a player:

• Has been denied a release by their Minor Hockey Association.

• Wishes to play outside their home radius.

• Wants to register with a team outside Saskatchewan.

• Minor Hockey Associations may also request blanket concessions (e.g., for a goaltender shortage).

Step 2 – Submit the Application Below

Each application must include:

• A $50 non-refundable fee.

• A written explanation of the request and reasoning.

All applications must be submitted by:

• The individual player (or their guardian).

• Or a Minor Hockey Association for blanket requests.

Step 3 – Committee Review

• The Registration Committee meets every second Wednesday during the season.

• Off-season requests are reviewed in August.

• Your concession will be reviewed within 14 days of receiving the form and payment.

Step 4 – Notification of Decision

• You will receive a written decision within 7 days of the committee’s ruling.

• If approved, the concession is valid for the current season only.

Registered participants or members of Hockey Saskatchewan may submit an appeal only when permitted under the applicable Bylaw, Regulation, Playing Rule, or Policy.

Step 1 – Check Local Appeal Options First

Before submitting to Hockey Saskatchewan, you must first check if your local Minor Hockey Association or League has an internal appeal process. Appeals will only be considered at the provincial level if no local process exists or once it has been completed.

Step 2 – Complete the Application Below

Each application must include:

• A $300 application fee.

• A written explanation detailing the reason for the appeal.

Step 3 – Initial Review

The Chairperson of the Hockey Saskatchewan Board will review the application and determine whether it qualifies for a hearing.

• If declined, a refund of $250 will be issued (a $50 admin fee is retained), along with a written explanation.

• If accepted, a hearing will be scheduled and held within 14 days of receiving the appeal.

Step 4 – Hearing & Decision

Appeals are reviewed by an Appeals Committee made up of three current or former members of the Hockey Saskatchewan Board of Directors.

• The final decision will be provided in writing within 7 days of the hearing.

• If the appeal is successful, the full $300 fee will be refunded.

Hockey Saskatchewan may accept video to support a judicial investigation only when appropriate and within our direct jurisdiction. All requests must follow the process below:

Step 1 – Confirm Eligibility for Video Review

Video submissions must be received within 48 hours of the scheduled start time of the game in question, along with the required application and payment.

Before submitting, ensure your video meets one of the following criteria:

• Shows an incident that led to a verified serious injury (with medical documentation) where no penalty was assessed.

• Shows a Match or Gross Misconduct that resulted in a suspension.

• Shows that the wrong player was assessed a suspension, and the video clearly identifies the correct player.

• Supports review of multiple or coinciding major, match, or gross misconduct penalties.

Hockey Saskatchewan does not review:

• Off-sides, icing, goals/disallowed goals, or other gameplay decisions.

• Videos that have been edited or altered (except trimming to show only the relevant incident).

Step 2 – Submit Through a Member Organization

Your video must first be reviewed and then submitted through a Hockey Saskatchewan Member:

• Minor Hockey Association (MHA).

• Senior or Junior Team.

• League representative.

Submissions made directly without Member review will not be accepted.

Step 3 – Complete the Intake Application Below

Each application must include:

• A $250 non-refundable fee.

• A written explanation outlining the purpose of the submission.

• The video clip (trimmed to include only the relevant incident).

Step 4 – Committee Review

The Video Review Committee will include:

• Hockey Saskatchewan representatives.

• A league representative (if applicable).

• The Manager, Officiating Development (for non-league games).

They will determine one of the following:

1. Amend the call and/or suspension.

2. Uphold the original decision.

Step 5 – Notification of Decision

• Decisions are provided in writing to the submitting party.

• If the decision amends the call or suspension, a $200 refund will be issued (a $50 admin fee is retained).

• Decisions will be rendered within 48–72 hours of submission.

The decision of the Video Review Committee is final and binding.
