Provincial Playoff Regulations
6.06.01
a) i) Teams wanting to enter Provincial Playoffs must apply online and pay a fee of $75.00 to Hockey Saskatchewan by 5:00 p.m. on December 1st. Those applications received online after 5:00 p.m. on December 1st and prior to 5:00 p.m. on December 8th, shall pay a fee of $150.00 to enter provincial competition, with the exception of the following leagues:
– Sask Female U18 AAA
– Sask Male U18 AAA
– Saskatchewan AA League
– Saskatchewan Female League (U13 AA, U15 and U18)
No applications will be allowed after December 8th at 5:00 p.m.
ii) Male Teams to be categorized according to the following Population:

NOTE: All teams who have applied for Provincial Playoffs with a combined population of 3,499 and below shall be divided equally via population totals with the upper half placed in C and the lower half placed in D.
iii) Female U13 teams to be categorized according to the following:

b) i) Male Geographic Subdivisions 2–5 must declare their intent to register a representative team for provincial playoffs in categories U13, U15, U18 AA Tier II and AA Tier III by submitting a fee of $75.00 per respective team to Hockey Saskatchewan by 5:00 p.m. on December 1st. Minor hockey associations in Geographic Subdivisions 2–5 must declare/verify their representative team for provincial playoffs by February 15th annually.
ii) The Male Provincial Playoff Representative team for Categories AA Tier II and AA Tier III from Geographic Subdivisions 2 & 3 (Regina and Saskatoon) shall be automatically placed in the South and North Final, respectively.
c) i) Female Geographic Subdivisions 2 & 3 must declare their intent to register a representative team for Provincial Playoffs in categories Female U13 AA Tier II and AA Tier III by submitting a fee of $75.00 per respective team to Hockey Saskatchewan by 5:00 pm on December 1st. Minor Hockey Associations in Geographic Subdivisions 2 & 3 must declare/verify their representative team for Provincial Playoffs by February 15th annually.
ii) The Female Provincial Playoff Representative team for Categories Female AA Tier II and AA Tier III from Geographic Subdivisions 2 & 3 shall be automatically placed in the Provincial Final.
d) Minor teams will be provided with a Hockey Saskatchewan Provincial Playoff Team Registration Form on which the following number of players may be registered:
- All categories of AA – 20
- A, B, C & D – 21
e) Geographic Subdivisions 2–6, for Male hockey only, are not allowed to combine players from teams registered with Hockey Saskatchewan to form a Provincial Playoff team.
f) Geographic Subdivisions 2 & 3, for Female hockey only, are not allowed to combine players from teams registered with Hockey Saskatchewan to form a Provincial Playoff team.
g) Teams outside of Geographic Subdivisions 2–6 who register with Hockey Saskatchewan may draw players from other registered teams to form a Provincial Playoff team.
h) Teams formed as per 6.06.01 e) and f) can begin play once their Provincial Application Form and Provincial Playoff Team Registration Form have been submitted to Hockey Saskatchewan and approved.
i) i) Teams wishing to add players from Associations outside of the sponsoring center they are registered within, must include all players from their registered roster. IE: Registered team has seventeen (17) players; they may only add four (4) for their Provincial roster to a total of twenty–one (21).
ii) The addition of any players to a league roster for provincials will result in that team being deemed a “new” roster.
iii) Teams wishing to add players from Associations outside the sponsoring center will not be allowed to register any affiliates for Hockey Saskatchewan Provincial Playoffs.
j) Associations with more than one team registered in an age group may combine players from their teams registered in their Association to form a Provincial Playoff team. This team is not eligible to add any players who are registered on teams outside of the association and shall not be allowed to register any affiliate players.
NOTE: For Example - Town A has two U13 teams registered with twelve (12) players on each team. They will be able to combine the teams for Provincials and register twenty–one (21) players from the two teams. They are not eligible to card any players from outside the Association registered anywhere else.
k) All Team Officials registered on a Provincial Team Roster must have the appropriate Team Official/Coaching certification/requirements.
l) Any league team registered with Hockey Saskatchewan cannot change their sponsoring center for Provincials Playoffs.
m) All teams who have entered Hockey Saskatchewan Provincial Playoff competition must return all Hockey Saskatchewan Provincial Playoff Team Registration and Affiliation Forms to the General Manager for verification by:
- 5:00 pm on December 15th for Female
- 5:00 pm on December 20th for Male
The approved forms must be in the possession of the team officials before players can compete in Hockey Saskatchewan Provincial Playoff games.
n) i) All teams participating in Hockey Saskatchewan Provincial Playoffs must state in writing on the Hockey Saskatchewan Provincial Playoff Team Registration and Affiliation Forms each player’s actual address and for those players who live in a rural area, the land location of their parent’s home dwelling must be listed.
ii) Hockey Saskatchewan Provincial Playoff Team Registration and Affiliation Forms will be circulated to all teams within the category they are registered to compete in.
iii) All players (both male and female) may only register on one Hockey Saskatchewan Provincial Playoff Team Registration Form per playing season.
o) i) Except for U18 AAA, the Saskatchewan AA League and the Saskatchewan Female League (U13 AA, U15 and U18), scheduling of provincial playoff draws will be determined by the Hockey Saskatchewan Board of Directors.
ii) Draws at all times will be scheduled with the first criteria being the cost to travel for the teams involved.
iii) All teams participating in Provincial Playoffs must be ready to proceed with the playoffs by January 20th (no games played prior).
p) i) Both U18 AAA leagues shall be responsible for arranging and conducting their own playoff format for the purpose of declaring a Provincial Champion and Representative to the Regional Championship Playoffs for the Telus Cup and Esso Cup.
ii) The Saskatchewan AA League and the Saskatchewan Female League shall be responsible for arranging and conducting their own playoff format for the purpose of declaring a Provincial Champion. All Provincial Finals will be a best of Three.
iii) Hockey Saskatchewan and Hockey Canada playing rules shall prevail in all games with the playoffs concluding within the
governing deadlines.
iv) In a 3 or 5 game series, where a 3rd or 5th game is necessary, the visiting team shall receive the greater of 50% of the net revenue (gross revenue minus rink rental of $400 plus on-ice officials fees and travel expenses) or a guarantee of $500 plus $0.65 per km to a maximum of 300 km one way.
NOTE: The host team shall permit the visiting team to place a responsible person in the box office area to verify the ticket sales, if the visiting team request to.
q) i) Minor/Female teams, except for teams in both U18 AAA Leagues, Saskatchewan AA League and the Saskatchewan Female League, will play a modified Best of Three (3) series.
ii) Both dates must be set before the start of the series and if an agreement cannot be reached between the two teams involved, then Hockey Saskatchewan shall designate dates, times and location of series games.
iii) The games will be played using Regular Game timing procedures – Three (3) twenty (20) minute Stop time periods.
- If the first game is tied, it will remain tied.
- If one team wins game 1 and ties game 2, the team with the win will be the series winner.
- If the teams split the two games, or if the first two games both end in a tie, then a Mini-Game will be played to decide the series winner regardless of what the score was in the first two games.
iv) Mini-Game Rules:
- When it is necessary to decide a series by virtue of the Mini-Game, the teams will take a two (2) minute break at their respective benches.
- The teams will play a ten (10) minute period, stop time.
- This will not be sudden victory, the full ten (10) minute period will be played.
- If the teams remain tied at the end of the Mini-Game, there will be an ice cleaning and the teams will continue to play twenty (20) minute stop time sudden victory periods.
- A separate game sheet will be completed for the Mini-Game.
v) Penalty/Suspension Procedures for Mini-Game:
- A time penalty from the end of Game two (2) will not be carried over to the Mini-Game as the Mini-Game and possibly subsequent overtime is viewed as a separate Game.
- Any player or coach who committed a suspendable infraction in Game two (2) of the series would sit the Mini-Game and subsequent possible Overtime. The Mini-Game, although separate, is not considered a full game so missing the Mini-Game would not count towards that player or coach’s suspension.
- If a player and/or Coach was suspended before the series or after the first games of the series, and his/her suspension was up or served in its entirety after the second game of the series, that player and/or coach would be eligible to participate in the Mini-Game as it is deemed a separate game.
r) Champions in the Saskatchewan AA League should be declared by the third weekend in April. All other categories should be declared by the first weekend in April.
s) Provincial playoff games shall have preference over league, exhibition and tournament games.
t) The final games in the Provincial playoffs for even years will be in the North or East for U13 and U18; and in the South or West for U15, unless otherwise mutually agreed upon by both teams.
6.06.02
a) A Minor team which commences a series and fails to return a game will pay a penalty of $1,000.00 plus $2.00 per kilometre, round trip. This money will be paid to Hockey Saskatchewan and used to compensate the non–offending team. Such payment can be waived between the two teams involved.
b) A Minor team defaulting a series after the first round of the playoffs shall be assessed a penalty of $500.00 to be paid to Hockey Saskatchewan.
c) Minor teams not meeting their playoff commitments after the playoff draw has been made shall be assessed a penalty of $500.00 to be paid to the non–offending team.
